The Workforce Investment Board is a group of dedicated individuals committed “To Build and Maintain a High Quality Workforce for Linn, Benton and Lincoln Counties.”

Local workforce investment boards, in partnership with local elected officials, will plan and oversee the local system.  Local plans will be submitted for the Governor's approval.  Local boards designate "One Stop" operators and identify providers of training services, monitor system performance against established performance measures, negotiate local performance measures with the state board and the Governor, and help develop the labor market information system.

Jana Kay Slater
Chair

Jana Kay Slater, PhD, is Director of the Samaritan Health Services Center for Health Research and Quality.  

As a research psychologist employed by a healthcare system, Jana Kay is particularly interested in social determinants of health, which include employment opportunity and job security.  Slater comments, “The employment and training topics addressed by the Linn, Benton, Lincoln Workforce Investment Board have wide-ranging health effects.  When people in our community are unemployed or lack skills needed to earn a living wage, their health and the health of their family suffers.  The research is unequivocal:  The greatest risk to health is poverty.  I am delighted to be part of a group that strives to reduce this risk in our tri-county region.

Tracy Wiley
Vice Chair

Tracy Wiley, CHA, CRDE, is the President & General Manager of the Embarcadero Resort Hotel.  Mr. Wiley has more than    25 years of progressive hospitality experience.  He has successfully opened several new p has been instrumental in turning distressed properties around and moving them into market leading assets. Tracy has been a General Manager for market leading franchise and independent hotels & resorts such as The Diamond Center Hotel in Anchorage, Alaska, Hampton Inn and Homewood Suites in Anchorage, Alaska. Tracy currently owns Embarcadero Resort Rental Agency, LLC and operates the resort rental program, onsite Bridges Restaurant & Lounge, and Tea by the Sea Gift Shop.

 
Jason Tyner
Secretary- Treasurer

Jason Tyner has been a Human Resources Generalist for ATI Wah Chang, with an emphasis on Labor Relations, for almost 5 years; and in the HR field for 10.  He has also held positions with both Community Services Consortium and the Oregon Employment Department — two vital local area workforce partners. 

“I feel that my time at CSC and the Oregon Employment Department has given me some unique insight into the inner workings of workforce development—from an agency perspective.”

“On the other hand, I am a Human Resources representative for one of the area’s larger employers, and have the opportunity to recruit and hire new employees.  Being a member of the Linn, Benton, Lincoln Workforce Investment Board affords me, as local area employer, an opportunity to lend my experience and insight on local training and employment needs.”
