Integrated Service Delivery Plan
The Integrated Service Delivery Plan describes how
services will be delivered by the two main partners, the Oregon
Employment Department and the Workforce Investment Act Title IB
provider, in the Region 4 One-Stop system. This delivery model will
serve a large quantity of customers with high quality services,
resulting in increased employment opportunities in high demand/high
wage occupations.

Unifying Plan
Each local board is responsible for
developing and submitting to the Governor a comprehensive 5-year
local plan in partnership with the appropriate chief elected
official. The plan must be consistent with the State plan and
include: identification of the workforce investment needs of
businesses, jobseekers, and workers in the local area, current and
projected employment opportunities in the local area and the job
skills necessary to obtain such employment opportunities.

Regional Investment Plan
The Employer
Workforce Training Fund is one key strategy to stimulate economic
development and continue to build a skilled workforce in Linn,
Benton, and Lincoln Counties. The fund provides a resource for
local businesses to increase the skills of their existing workforce.
Companies are required to match the Workforce Investment Board’s
investment at a minimum ratio of one to one. This match requirement
indicates that companies are willing to spend their own funds to
train incumbent workers. The Workforce Investment Board manages the
fund for Linn, Benton, and Lincoln counties through its Workforce
Response Taskforce (WRT). The WIB began fund implementation in 2003.
This plan describes the investment strategy for FY 2007-2008.
